How can I make a three-way video call with Skype?
I have talked to two different people at the same time with Skype, but just audio, no video. I heard there is some kind of plug-in that can allow video conference calls.

If your bandwidth and transmission rate are low [basically, a slow connection or your connection is busy], then you may not be able to transmit and recieve video.
If that’s not the case, then make sure all of you are set to send/recieve/view video in your options – if so, and you click “start video” on the Skype panel, you should all view video – if you have a recent version of skype.
